Notes:

The panther platform frame was redesigned in the 1995 model year. And 1979-1994 upper control arms are not compatible with later vehicles as a result.
New upper control arm service assemblies come with frame bushings and balljoints pre-installed.
The upper control arm frame bushings are avaliable aftermarket. But getting the bushings pressed into the arm at the proper height so that they'll fit in the vehicle's frame boxes can be very difficult.
Installing a new drivers upper control arm is difficult due to clearance issues with the rear frame bolt near the brake lines
The upper control arm bushings can wear out, but the arm is a follower and not under the load that the lower control arm is. However, due to crownvic suspension geometry, the upper arm rotates at relatively large angles in relation to the lower one. This results in a favorable camber profile, but is part of the reason why the upper balljoint often "wears out" before the lower one does.

The nut which retains the upper control arm bolt in the vehicles frame contains a nylon locking insert. If the nut is removed, it should be replaced with a new service assembly to prevent the bolt from "loosening up" or "falling out" while the vehicle is being driven.
