Notes:

The 1979-1991 upper control arms are contructed of stamped steel castings like found on many other double a-arm suspensions of the era
The 1992-1994 control arms are similar to the tubular ones found on many race cars. The camber and caster settings are also easier to adjust on these.
1992-1994 control arms will bolt to the frame of a 1979-1991 vehicle. But new steering knuckles with the proper mounting hole for the 1992-1994 style upper balljoint will be required. And to install the newer steering knuckles, other support components such as wheel bearings, brake calipers, brake rotors, and brake hoses will also be required. This is not such a bad thing per say though since these components are likely to be worn on a 1979-1991 vehicle due to age and mileage.
Both the police and civilian control arm shafts have the same bolt pattern where they bolt to the vehicle's frame. Police and civilian vehicles also use the same steering knuckle and have the same taper to the upper balljoint stud. The bushings where the shaft attaches to the upper control arm are different between the vehicles which will alter the handling characteristics of the vehicle to some extent.

Upper control arm bushings for crown vics are avaliable aftermarket. But usually it is desirable to purchase an entire upper control arm "shaft kit" instead. These kits typically include a shaft that isn't corroded around the end fasteners, new frame bolts and new "one use" nuts.
The upper control arm shaft kits for 1979-1991 police vehicles are no longer avaliable from ford. And the threaded style bushing upper shaft kits do not appear to be serviced aftermarket either. If desired, a pair of civilian upper control arms could be installed onto a police vehicle. Make sure to replace the arms only in pairs, as dangerous handling characteristics will result if one arm is replaced with it's civilian counterpart and the other left as a police arm.
